Humans are terrible at maintaining secrets at scale. Look at the history of public sector data breaches that could have been avoided with a de identification pipeline. Unlocking data value without compromising privacy is technical architecture. At Mayfair IT, we have built data platforms handling sensitive information where the stakes are absolute. Citizens trust government with their data. Breaching that trust destroys the entire relationship. But locking data away completely prevents the analysis that improves services. The challenge is sharing insights without sharing secrets. This requires privacy preserving pipelines built into the architecture, not added after the fact. How de identification pipelines actually work: Data enters the system with full identifying details. Name, address, date of birth. Everything needed to link records to real people. The de identification pipeline processes this before analysts ever see it. Personal identifiers get replaced with pseudonyms. Granular location data gets aggregated to broader areas. Rare combinations of attributes that could identify individuals get suppressed. What emerges is data rich enough for meaningful analysis but stripped of the ability to identify specific people. The technical complexity most organisations underestimate: → De identification is not a one time transformation, it is a continuous process as new data arrives. → Different analysis types require different privacy levels, so pipelines must support multiple outputs. → Re identification risk changes as external datasets become available, requiring constant threat modelling. → Audit trails must prove no analyst accessed identifying data without legitimate need. We have implemented these systems for programmes analysing geospatial patterns, health outcomes, and economic trends across millions of records. The platforms enable insights that improve public services whilst maintaining privacy standards that survive regulatory scrutiny. Engineering systems to treat data utility and privacy protection as non negotiable requirements solves the conflict entirely. Looking at the permissions, it raises important questions about privacy, data control and user trust. Here’s what the app can access ✔️ Camera to take pictures and videos ✔️ Call logs to read your entire call history ✔️ Telephone identity including device and SIM details ✔️ SMS including reading and sending messages ✔️ Full access to storage including modifying and deleting files ✔️ Network access and activity monitoring ✔️ Ability to run in the background and at startup ✔️ Control vibration, notifications and phone behaviour For any citizen platform, these permissions should not be taken lightly. A substantive policy decision has come out of France, where the government has committed to phasing out US based collaboration platforms across public administration in favor of a domestically developed alternative. The rationale is not novelty or protectionism, but governance. France will require public officials to move away from platforms including Zoom, Microsoft Teams, Google Meet, WhatsApp, and Telegram Messenger, shifting instead to state approved tools such as Visio for videoconferencing and Tchap for messaging. Visio is developed under the authority of the Interministerial Digital Directorate and runs on French infrastructure. It is already used by tens of thousands of civil servants, with a target of broad adoption across government by 2027. https://lnkd.in/efbMG5NN Collaboration platforms are not neutral tools. They structure data flows, determine jurisdictional exposure, and embed long term dependencies into public institutions. In a regulatory environment shaped by GDPR, the EU AI Act, and increased scrutiny of cross border data transfers, these choices are no longer technical. They are political, legal, and strategic. France’s move reflects a broader shift in how digital infrastructure is understood in Europe. Digital sovereignty is being translated into procurement rules, system architecture, and enforceable institutional practice. Similar calls for greater digital independence from the United States have been made by European leaders across Germany, Spain, and at the EU level, particularly in relation to cloud services, data localization, and strategic technologies. As more services move online, the public sector necessarily holds -- and uses -- far more data, much of it personal. Episodes like the 2018 SingHealth cyberattack are a reminder that public trust depends not just on convenience, but on strong governance and security. In practice, the boundary between “public” and “private” delivery is blurred. Many frontline and “last mile” services -- especially in social support -- depend on trusted external partners that have community relationships and specialised expertise. The challenge is that, today, when agencies need to share data with such partners, they often have to rely on consent or a common-law “public interest” basis, which can be slow and legally uncertain even for clearly public-spirited programmes. These amendments aim to create a clearer statutory framework for sharing data with trusted external partners, while importing familiar PSGA-style safeguards -- such as documented, scoped authorisation by the responsible Minister or delegate that specifies the purpose, the partner(s), and the data to be shared, and does not override other legal or contractual restrictions. On accountability, the intent is also clearer: external partners remain subject to the PDPA for personal data, and the amended framework would add offences and deterrents so that individuals handling shared government data in partner organisations face consequences for unauthorised disclosure or misuse, including for non-personal data that the PDPA would not cover. The key challenge will be implementation. Government agencies generally have more mature governance, training and cybersecurity processes than many smaller partner organisations. If more sensitive data is to be shared to improve service delivery, there should be commensurate investment in partner capability -- clear minimum standards, practical support, and proportionate compliance expectations -- so partners are not given new responsibilities without the capacity to carry them out safely. https://lnkd.in/gDwY4Btb

🔵 Digital Services Act: Europe Raises the Bar for Transparency and Trust As a Digital EU Ambassador and long-time advocate of ethical technology, I see the Digital Services Act (DSA) as a turning point for Europe. It protects citizens and businesses by ensuring that digital platforms operate with transparency, fairness, and accountability. This week, the Commission demonstrated how seriously these obligations are taken. 👉 X has been fined €120 million for breaching the DSA. The issues are simple and critical: 1. A misleading “blue checkmark” Anyone could buy verification, without identity checks. This deceives users and fuels misinformation. 2. An opaque advertising repository Without searchable and accessible ad data, researchers cannot detect scams, hybrid threats, or coordinated influence operations. 3. Unnecessary barriers for researchers By blocking access to public data (even via scraping), X undermined research on systemic risks within the EU. X now has 60 days to propose corrective measures and 90 days for a full action plan. What I also appreciate is that the DSA isn’t only punitive, it creates a path for improvement. TikTok has submitted binding commitments addressing every concern raised by the Commission. This includes: ✔️ Full ad content transparency (including URLs) ✔️ Repository updates within 24 hours ✔️ Clear targeting criteria and aggregated user data for researchers ✔️ Better search and filters for users These measures must be implemented within 2 to 12 months, depending on the commitment. Why this matters: Europe is shaping a digital space where trust becomes a competitive advantage. 🔍 I've been thinking deeply about what makes data-powered governance truly effective. After some observation and some experience, I've identified three critical ingredients – what I humbly call the "Three D's". 📊 Data Exchange Platforms: The foundation that enables innovation through open data sharing and collaborative models. Estonia's X-Road has revolutionized public services by creating a secure data exchange layer connecting government databases. Citizens can access nearly all government services online, with 99% of public services available digitally. Singapore's Smart Nation Sensor Platform integrates data from sensors and IoT devices across the city to optimize everything from traffic flow to energy consumption. 📜 Data Policies: The essential guardrails that establish trust. The European Union's GDPR has set a global standard for data protection, enhancing citizen trust while creating a framework for responsible innovation. Closer home, the DPDP will start to set benchmarks for data-centric guardrails for a massive, diverse, and data-rich country like India. 🧩 Decision-Support Systems: The mechanisms that transform data into action. South Korea's COVID-19 response leveraged their Epidemic Investigation Support System to enable rapid contact tracing while maintaining transparency with citizens. Also, New Zealand's Integrated Data Infrastructure connects data across government agencies to inform policy decisions with robust economic analysis, resulting in more targeted and effective social programs. 💡 When these 3D's are combined deftly by the public-sector, citizen-centric governance becomes the cornerstone for any government. For the scale India operates at, it's a very good opportunity to show the way for the Global South. 🤔 I think we're at that inflection point with the recent announcement of AI Kosha and the DPDP, and they can help safely incubate innovative solutions that will optimize the delivery of government schemes, thereby ensuring timely, targeted assistance for citizens. Today marks an important step in the next evolution of Estonia’s digital state: the national consent service has now received a clear legal basis in law for the whole of government. With this, Estonia becomes the first country to enable the sharing of government-held data on the basis of consent. This creates the foundation for people to share government-held data with different stakeholders through a trusted consent mechanism. Individuals can give and withdraw consent for the sharing of their personal data, view their consents centrally, and ensure that data exchanges are traceable and legally verifiable. With today’s amendment entering into force, Estonia has formally anchored the consent service in legislation and established a legal basis for its broader use. This matters because consent cannot remain a vague checkbox or a fragmented technical feature. If we want data sharing to be trusted, reusable, and human-centric, consent must be managed through clear, reliable, and scalable public infrastructure. 🔸 For citizens, this means greater control and transparency over how their data is used. 🔸 For the state, it creates a unified mechanism for consent-based data sharing across services and sectors. 🔸 For the private sector, it opens up new opportunities to build new services on top of the government-held data. This is exactly the direction digital government needs to move in: not only towards more digital services, but towards more human agency, more trust, more accountable use of data, and more opportunities to create value from data. Estonia has long been known for secure data exchange. The next step is just as important. 📈 📲 The rapid growth of wearable and app derived health data has outpaced our consent infrastructure. A new paper offers one of the clearest attempts to close that gap. A perspective from Stefanie Brückner, Stephen Gilbert, & colleagues, presents a thoughtful framework for responsible use of health app and wearable data in research. As funders and regulators expect stronger transparency and participant centered governance, models like this will be important for future approval pathways and for the long term sustainability of digital research. Many EU-based efforts related to electronic health records are moving toward opt out structures for secondary use. This may work for clinical data collected inside health systems but is not appropriate for data generated through wearables and consumer apps. #PGHD are created voluntarily, outside clinical care, and often on self purchased devices. For this category, the European Data Protection Board has argued that explicit and informed consent is necessary. The framework proposed here is designed for that need. The authors introduce a user driven consent platform that gives individuals a consistent way to decide how their data are shared across apps, clinical systems, and research. As patient generated data become central to public health, clinical trials, and population research globally, this work addresses a foundational gap. Key themes: 🔐 Granular and revocable consent Participants can specify which types of data can be used for personal care or research, update preferences at any time, and rely on pseudonymized identifiers. 📑 Alignment with governance structures Standardized, informed, and revocable consent supports the General Data Protection Regulation and the emerging European Health Data Space, and it provides the clarity global regulators seek in real world evidence. 🔗 Interoperability The platform uses HL7 FHIR and open identity standards, enabling integration with electronic health records and digital health services. This supports international research and ethical data sharing. 🤝 A stronger foundation for trust Transparent governance and clear communication are essential for long term engagement and for high quality datasets. On the screen behind her, a single statistic loomed large: "76% of employees report concerns about workplace surveillance." The leadership team exchanged uncomfortable glances. Their AI-powered analytics initiative was scheduled to launch in three weeks. "We have a choice to make," said the CHRO, breaking the silence. "We can either build this on a foundation of trust, or we can become another cautionary tale." This moment of reckoning is playing out in boardrooms worldwide as organizations navigate the delicate balance between data-driven insights and employee privacy. The promise of AI in the workplace is compelling: deeper understanding of engagement patterns, early detection of burnout, more responsive leadership. But these benefits evaporate when employees feel watched rather than supported. The most successful organizations are discovering that transparency isn't just an ethical choice; it's a strategic advantage. When employees understand what data is being collected and why, when they have agency in the process, and when they see tangible benefits from their participation, resistance transforms into engagement. Consider the approach of forward-thinking companies implementing Maxwell's ethical AI platform: They begin with purpose, clearly articulating how insights will improve the employee experience, not just monitor productivity. They establish boundaries, defining what's measured and what's off-limits. Private messages? Off-limits. After-hours communication? Not tracked. They give employees a voice in the process, from opt-in features to regular feedback channels about the program itself. They share insights transparently, ensuring employees benefit from the collective intelligence gathered. Most importantly, they recognize that AI is a tool for enhancing human leadership, not replacing it. The technology provides insights, but it's the human response to those insights (the check-in conversation, the workload adjustment, the celebration of achievements) that builds trust. The result? A virtuous cycle where employees willingly participate because they experience the benefits firsthand. They feel seen rather than surveilled, supported rather than scrutinized.
