Read Eye Reduction
Simply put, don’t use it. It will slow down your camera’s response time (also known as shutter lag) and you will miss important pictures. There is software available to easily remove red eye and some newer cameras even remove it electronically as the image is processed and saved to your memory card. If you have an SLR or a camera that accepts accessory flash units, you can further help reduce red eye by purchasing an accessory flash. Because the flash is now further away from the camera lens, the likelihood of red eye is significantly reduced. This is why you see wedding photographers with fancy rigs and brackets to keep the flash as far away from the lens as reasonably possible.
In short, red eye reduction mode will slow your camera down, annoys people and it doesn’t work well anyway. Apps can remove it afterwards and will keep your friends happy.
