For A Better PMO

It’s not about doing more — it’s about delivering what matters.

If your PMO is focused more on compliance than contribution, you’re not alone.

Too many Project Management Offices operate as enforcers — focused on standardization, documentation, and "stage gates" — rather than helping the business move faster, smarter, and with greater confidence. But a truly effective PMO should not be a drag on momentum. It should be a catalyst for clarity and value delivery.

That’s why I’ve re-centered my approach around a concept I call the Non-Invasive PMO, grounded in the three pillars of ISACA’s Val IT framework — not because it’s trendy...it's definitely not, but because it reinforces what PMOs are really meant to do: help organizations do the right things, the right way, and do them well.

Let’s take a closer look at how those three pillars support that mission:


Value Governance

This is where it starts: connecting what we do with why we do it.

Too many PMOs get bogged down in enforcing standards or managing templates. Value governance shifts the focus to goal planning and outcome orientation — ensuring we’re investing effort in work that aligns with strategic priorities and produces measurable results.

The aim isn’t more governance — it’s smarter governance:

  • Reduce overhead and non-value-added roles
  • Optimize IT investments relative to corporate margins
  • Track performance using outcome-based metrics, not compliance checklists

This is about building a culture where value is the north star, not process adherence.


Portfolio Management

A solid portfolio process doesn’t slow the business down — it enables intelligent decision-making.

Portfolio Management, when done right, supports:

  • Clear prioritization based on business impact
  • Transparent trade-off conversations
  • Lightweight processes that are easy to engage with

It creates the space for leaders to focus, not firefight. Business units gain confidence that the most important work is getting the attention, funding, and people it needs — without being buried in bureaucracy.

Investment Management

Traditional project status reports are out. They don’t reflect what really matters to the business. Investment Management reframes the conversation around impact:

  • What’s moving?
  • Where are we blocked?
  • Are our resources aligned to what matters most?
  • How quickly are we making decisions?

By measuring throughput, time-to-decision, and alignment, we empower teams to focus on outcomes — not on feeding the reporting machine.


Bring Your Own Framework

I’ve found ISACA’s Val IT to be a useful blueprint because it centers the conversation on value, strategy and execution. It reminds us that the PMO exists to help the business get the benefits (aka, realizing the expected value) by doing the right things, the right way, and doing them well.

But your inspiration doesn’t have to come from Val IT. It doesn’t have to be anyone else’s framework at all.

It can (and should) come from what your organization needs most. From your own hard-won lessons. From the patterns you see every day that are getting in the way of value creation.

Whatever your inspiration, I’ll leave you with this:

For the sustainability of your enterprise, please — focus on value delivery over control and the mobilization of processes.

The best PMOs aren’t compliance machines. They’re strategic partners. Let’s build them that way.
