    The CDC has updated its Framework for Program Evaluation in Public Health for the first time in 25 years This is an essential resource for anyone involved in programme evaluation—whether in public health, community-led initiatives, or systems change. It reflects how evaluation itself has evolved, integrating principles like advancing equity, learning from insights, and engaging collaboratively. The CDC team describes it as a “practical, nonprescriptive tool”. The framework is designed for real-world application, helping practitioners to move beyond just measuring impact to truly understand and improve programmes. I particularly like the way they frame common evaluation misconceptions, including: 1️⃣ Evaluation is only for proving success. Instead, it should help refine and adapt programmes over time. 2️⃣ Evaluation is separate from programme implementation. The best evaluations are integrated from the start, shaping decision-making in real time. 3️⃣ A “rigorous” evaluation must be experimental. The framework highlights that rigour is about credibility and usefulness, not just methodology. 4️⃣ Equity and evaluation are separate. The new framework embeds equity at every stage—who is involved, what is measured, and how findings are used. Evaluation is about learning, continuous improvement, and decision-making, rather than just assessment or accountability. As they put it: "Evaluations are conducted to provide results that inform decision making. Although the focus is often on the final evaluation findings and recommendations to inform action, opportunities exist throughout the evaluation to learn about the program and evaluation itself and to use these insights for improvement and decision making." This update is a great reminder that evaluation should be dynamic, inclusive, and action-oriented—a process that helps us listen better, adjust faster, and drive real change. "Evaluators have an important role in facilitating continuous learning, use of insights, and improvement throughout the evaluation (48,49). By approaching each evaluation with this role in mind, evaluators can enable learning and use from the beginning of evaluation planning.     Those multi-agent workflow diagrams I share - They look great in infographics - they are good ideas. But, they'll fail in production. Here's what you don't see in the nice diagrams:  ➛ the months of iteration,  ➛ the failure modes,  ➛ the long debugging sessions,  ➛ the cost complexity,  ➛ the integration hazards, Each arrow represents a decision point that needs guardrails. Every agent handoff is a potential failure waiting to happen. Every component is a cost trade-off you'll need to justify. When you see those beautiful infographics with 3-4 agents working in perfect harmony, you're not seeing:  ➛ The evaluation framework validating each agent's output  ➛ The fallback logic when agents fail or hallucinate  ➛ The prompt engineering keeping agents sane  ➛ The state management preventing data loss  ➛ The compounding latency of LLM calls  ➛ The debugging nightmare in prod Before you architect that impressive multi-agent system, answer these questions: What does "good" look like at each step? How will you measure if it's actually working? What's your acceptable failure rate? How will you debug when (not if) something breaks? Here's the approach that's worked for enterprises I've worked with:  ➛ 𝐒𝐭𝐚𝐫𝐭 𝐛𝐚𝐜𝐤𝐰𝐚𝐫𝐝𝐬. 𝐃𝐞𝐟𝐢𝐧𝐞 𝐬𝐮𝐜𝐜𝐞𝐬𝐬 𝐟𝐢𝐫𝐬𝐭. Before you write a single line of code, build your evaluation dataset. What are the edge cases? What does "correct" look like? How will you know if Agent A handed off clean data to Agent B?  ➛ 𝐓𝐡𝐞𝐧 𝐰𝐨𝐫𝐤 𝐢𝐧 𝐥𝐚𝐲𝐞𝐫𝐬: 𝐋𝐚𝐲𝐞𝐫 𝟏 (Define Metrics): Prove a single, well-prompted agent can handle the task reliably. Get your evaluation harness working. Establish your baseline metrics. 𝐋𝐚𝐲𝐞𝐫 𝟐 (Learn from data): Only add complexity - multiple agents, orchestration, handoffs - when you have data proving it improves on your baseline. Each new component should solve a measured problem. 𝐋𝐚𝐲𝐞𝐫 𝟑 (Build tracing): Build observability into every handoff. Make the system debuggable. Plan for failure modes before they happen. Evaluation-first,  ➛complexity only when justified by data,  ➛observable at every step. The most elegant solution isn't the one with the most agents - it's the one that reliably solves your problem in production. 𝐌𝐨𝐬𝐭 𝐢𝐦𝐩𝐨𝐫𝐭𝐚𝐧𝐭, 𝐫𝐞𝐦𝐞𝐦𝐛𝐞𝐫, 𝐲𝐨𝐮 𝐝𝐨𝐧'𝐭 𝐧𝐞𝐞𝐝 𝐀𝐈 𝐭𝐨 𝐬𝐨𝐥𝐯𝐞 𝐚𝐥𝐥 𝐩𝐫𝐨𝐛𝐥𝐞𝐦𝐬.     Do you remember when DM&E (Design, Monitoring, and Evaluation) was common? There was a reason for it. Do you sometimes wonder why establishing strong M&E systems is so challenging? Systems that support accountability, learning, and adaptive management? I do! A lot! One key reason is that M&E is often treated as an afterthought! In most cases, M&E comes in after program design and planning. "But we have a logical framework and indicators in the proposal?" Wouldn't it be nice if the M&E system were just that? We must prioritize M&E during the design and planning phase to achieve sustainable change effectively. Here are things you can start doing during the design and planning phase. 🟢 Co-develop the Theory of Change (ToC) Involve M&E staff, program teams, and stakeholders in co-creating the ToC. Define the logic from inputs to impact, and make assumptions explicit. Identify where data is needed to test assumptions and track progress. 🟢 Design SMART indicators aligned with outcomes Use your ToC to identify indicators for outcomes, outputs, and key assumptions. Align with donor frameworks where necessary, but prioritize meaningful indicators for your team and stakeholders. 🟢 Develop a Monitoring and Evaluation Plan Outline what will be measured, how, when, by whom, and using what tools. Include baseline, midline, and endline data collection plans. Plan for real-time or routine monitoring processes (not just evaluations) 🟢 Involve stakeholders in identifying learning questions Ask: What do we need to learn to improve this program as we go? Use these questions to shape your M&E focus beyond just accountability 🟢  Allocate time and budget for M&E activities Don’t treat M&E as an afterthought — it needs adequate resources. Budget for tools, staff, training, evaluations, learning events, and data systems. 🟢 Plan for data use and learning moments Schedule regular review sessions, data sense-making meetings, and reflection workshops in your work plan. Define who needs what data, when, and in what format.   • Give your CEO confidence: Develop a Written Data Measurement and Evaluation Methodology In communication, as in baking (I can't cook, but I love to bake), success starts with a clear recipe, specific measurements and timings with ongoing monitoring of your product. When you develop a written #data #measurement & #evaluation methodology, you set the standard for what to expect. You’re not just reacting to outcomes, you’re creating a framework that guides every ingredient and every step. In need of a framework? A written methodology provides clarity. Your C-suite and clients know what to expect, what you’re measuring, and why. When results don’t turn out as expected, you have an objective reference point to discuss why, what changed, and how to improve. Instead of blame or confusion, you’re working from a shared understanding. What it should include: Objectives and desired outcomes: Define success upfront. Metrics and indicators: Select measures that are SMARTER: Specific, Measurable, Attainable, Realistic, Time-bound, Ethical (a tip of the hat to #Ethics Month), and Results-driven. In short, keep them relevant, credible, and aligned with the organization objectives. Tools and data sources: Be transparent about where data comes from and its limitations. Evaluation cadence: Decide how often you’ll review progress, analyze results, and report back. Bias and risk checks: Acknowledge potential blind spots and how you’ll guard against them. Learning and improvement loops: Use every evaluation, good or bad, to refine your approach. Reality check Perfection is not the reality in communication, in life or baking in my kitchen. Campaigns evolve, conditions change, and surprises happen. I learned early from my Easy-Bake Oven in the 70s; it “cooked” things, but in hindsight I’m lucky to be alive after the 'less than fully cooked eggs' I consumed. Don’t look for an “easy” solution that may kill your credibility or worse your stakeholders appetite for data. When you combine strategy, structure, and rigor, you get close to perfection. And when things are really good, when the plan holds and the results deliver, the taste of victory is sweet. You know what else is sweet?     "How's your first year going?" your Board Chair asks at month 11. And suddenly you realize neither of you has a clear answer. This is why I advise every new nonprofit Executive Director - Design your evaluation like you design your leadership, with intention and partnership from the start. And it takes only about 90 minutes of focused work. 𝗪𝗵𝘆 𝗜𝘁 𝗠𝗮𝘁𝘁𝗲𝗿𝘀 When you treat evaluation as a collaborative planning tool instead of a performance judgment, you create: 𝗖𝗹𝗮𝗿𝗶𝘁𝘆. What matters most in year one, not just what popped up this month 𝗖𝗼𝗻𝗳𝗶𝗱𝗲𝗻𝗰𝗲. Visible ways to show progress 𝗖𝗼𝗻𝘁𝗶𝗻𝘂𝗶𝘁𝘆. Rhythms that carry into year two 𝗧𝗵𝗲 𝗦𝗶𝗺𝗽𝗹𝗲 𝗙𝗿𝗮𝗺𝗲𝘄𝗼𝗿𝗸 1️⃣ 𝗣𝗶𝗰𝗸 𝟯 𝗽𝗿𝗶𝗼𝗿𝗶𝘁𝗶𝗲𝘀 that strengthen the organization 𝘢𝘯𝘥 demonstrate steady leadership. • 𝗦𝘁𝗮𝗿𝘁 𝘄𝗶𝘁𝗵 𝘀𝘁𝗮𝗯𝗶𝗹𝗶𝘁𝘆   What would make daily operations feel more solid six months from now? (𝘌𝘹𝘢𝘮𝘱𝘭𝘦𝘴: 𝘥𝘦𝘱𝘦𝘯𝘥𝘢𝘣𝘭𝘦 𝘤𝘢𝘴𝘩 𝘧𝘭𝘰𝘸, 𝘢 𝘤𝘰𝘯𝘴𝘪𝘴𝘵𝘦𝘯𝘵 𝘵𝘦𝘢𝘮 𝘳𝘩𝘺𝘵𝘩𝘮, 𝘳𝘦𝘨𝘶𝘭𝘢𝘳 𝘣𝘰𝘢𝘳𝘥 𝘤𝘰𝘮𝘮𝘶𝘯𝘪𝘤𝘢𝘵𝘪𝘰𝘯.) • 𝗕𝘂𝗶𝗹𝗱 𝗺𝗼𝗺𝗲𝗻𝘁𝘂𝗺   What small, strategic improvement will have a lasting impact? (𝘌𝘹𝘢𝘮𝘱𝘭𝘦: 𝘢𝘭𝘪𝘨𝘯𝘪𝘯𝘨 𝘱𝘳𝘰𝘨𝘳𝘢𝘮𝘴 𝘸𝘪𝘵𝘩 𝘺𝘰𝘶𝘳 𝘴𝘵𝘳𝘢𝘵𝘦𝘨𝘪𝘤 𝘱𝘭𝘢𝘯, 𝘪𝘮𝘱𝘳𝘰𝘷𝘪𝘯𝘨 𝘥𝘢𝘵𝘢 𝘷𝘪𝘴𝘪𝘣𝘪𝘭𝘪𝘵𝘺.) • 𝗙𝗶𝗻𝗶𝘀𝗵 𝘄𝗶𝘁𝗵 𝘃𝗶𝘀𝗶𝗯𝗶𝗹𝗶𝘁𝘆   Define observable evidence of progress, not abstract concepts, but things people can see and measure. What can the board and staff actually see as proof of progress? 2️⃣ 𝗙𝗼𝗿 𝗲𝗮𝗰𝗵 𝗽𝗿𝗶𝗼𝗿𝗶𝘁𝘆, 𝗰𝗹𝗮𝗿𝗶𝗳𝘆: • What reassures the board? • What stabilizes the organization? • What’s realistic with current resources? 3️⃣ 𝗦𝗵𝗮𝗿𝗲 𝗶𝘁 Bring your draft to your Board Chair. Make it a conversation, not a presentation. At that meeting, schedule mid-year and year-end reviews so next year’s rhythm is already set. 𝗧𝗵𝗲 𝗥𝗲𝘀𝘂𝗹𝘁 You walk into every board meeting with shared understanding. You normalize evaluation as collaboration. And when the formal review comes, you’ve already built the foundation. That’s leadership that’s 𝗱𝗼𝗮𝗯𝗹𝗲, 𝗱𝘂𝗿𝗮𝗯𝗹𝗲, 𝗮𝗻𝗱 𝗱𝗲𝘀𝗶𝗿𝗮𝗯𝗹𝗲. #DoableDurableDesirable ##BoardEDPartnership
