    As a donor, 90% of the grant proposals I read fail to include strong, measurable goals. If a proposal lacks strong goals, why should a donor approve it? Many organizations focus on their activities such as how many papers they’ll write, how many events they’ll host, or how many social media posts they'll create. But while important, these numbers alone don't create impact. Activities only create impact when they contribute to a clear and measurable goal. Foundations may call them outcomes, deliverables, or something else, but the real question is: Are your goals focused on the impact of your work, and are they both measurable and meaningful to your mission? Your goals should reflect what you hope to accomplish because of your work, not just the work itself, and they may vary depending on what you're trying to accomplish. For example, if your project involves writing research reports, the goal isn’t just to produce a certain number of reports. The real question is what impact will those reports have? Are you hoping to educate the public? Then tracking reads or media mentions might be the right measure. A goal here might be 10 media mentions in the next 6 months. Are you aiming for policy change? Then citations in legislative or academic discussions might be more relevant than raw readership numbers. In this case, a better goal might be 6 citations in the 3 months following the report's release. In your personal life, you might set a goal to go to the gym 3 times a week (an activity), but that doesn't tell you how long to go, what exercises to do, or why 3 times a week is effective. But if your goal is to gain 5 lbs of muscle in 6 months (the impact), you can start answering those questions with clarity. Start with your big-picture goal, then ask yourself: What would need to happen for this to become a reality? 🤔 How can we track progress toward that outcome? 📈 Don’t just set goals to satisfy a donor’s requirements. Make them meaningful to your mission. When your goals align with the change you want to see, measuring progress becomes not just a reporting requirement, but a powerful tool for driving impact.

    A nonprofit applied for a $500K grant. They were rejected. Then rejected again. Same organization. Same program. Same $500K grant. One was rejected twice. The third time, the proposal was funded for $485,000. Nothing about the program changed. Only the proposal did. Here’s the part most people misunderstand about grant funding: - Funders are not funding good intentions. - They are funding clear, defensible cases. Let me show you what that actually means. The original proposal said something like this: “Our community faces significant health disparities. We will provide mobile health screenings to underserved residents.” That sounds reasonable. But to a funder reviewing 200 proposals, it says almost nothing. What we changed looked like this instead: “In Los Angeles County, diabetes hospitalizations among uninsured adults are 2.3× the state average. 68% of these hospitalizations are preventable with early screening. Our program will reduce preventable hospitalizations by 35% in 18 months by reaching 2,000 adults in three specific zip codes where no mobile screening services currently exist.” Now the funder can see the problem. They can see the scale. They can see the impact. And most importantly—they can measure success. That same shift happened across the entire proposal. Instead of vague goals, we defined outcomes: • Baseline hospitalization rate: 12.4 per 1,000 adults • Target: 8.1 per 1,000 within 18 months Instead of listing activities, we explained the strategy: • Community outreach through 12 trusted local partners • Fixed mobile screening routes each week • Same-day primary care scheduling for high-risk patients Instead of a lump-sum budget, every dollar had a reason: • Cost per participant: $235 • ER visits prevented: 140 • Healthcare savings: $398,580 When funders read that, they are no longer guessing. They can see the problem → solution → measurement → financial impact. That is what a competitive proposal actually looks like. The final score jumped from 64/100 to 91/100. Funding approved: $485,000. The program didn’t change. The case for funding did. If you’re preparing a grant proposal right now, the real question isn’t whether your work is valuable. The question is whether a reviewer can clearly see: • The scale of the problem • The measurable outcome you will deliver • Why your approach works • How every dollar produces impact • How success will be proven Most rejected proposals fail on those exact points.     𝗧𝗵𝗲 𝘁𝗼𝗽 𝟭% 𝗼𝗳 𝗮𝗽𝗽𝗹𝗶𝗰𝗮𝗻𝘁𝘀 𝗿𝗲𝗮𝗱 𝘁𝗵𝗲 𝗕𝗲𝘁𝘁𝗲𝗿 𝗥𝗲𝗴𝘂𝗹𝗮𝘁𝗶𝗼𝗻 𝗧𝗼𝗼𝗹𝗯𝗼𝘅. The other 99% don't even know the Commission published 69 tools for writing better projects. Most grant writers read the Call Document. But there is a treasure of knowledge in EU policies. I was analysing Chapter 8 (608 pages) and realised. This isn't just for policymakers. 𝗧𝗵𝗶𝘀 𝗶𝘀 𝘁𝗵𝗲 𝗲𝘅𝗮𝗰𝘁 𝗯𝗹𝘂𝗲𝗽𝗿𝗶𝗻𝘁 of how the Commission defines "value." If you aren't using this, 𝘆𝗼𝘂 𝗮𝗿𝗲 𝗷𝘂𝘀𝘁 𝘄𝗿𝗶𝘁𝗶𝗻𝗴 "𝗴𝗼𝗼𝗱 𝗶𝗱𝗲𝗮𝘀." The Commission doesn't fund good ideas. They fund robust interventions. Here is how to use their internal logic (Chapter 8) to upgrade your proposal: 𝗙𝗶𝘅 𝘆𝗼𝘂𝗿 𝗡𝗲𝗲𝗱𝘀 𝗔𝗻𝗮𝗹𝘆𝘀𝗶𝘀 (𝗧𝗼𝗼𝗹 #60) Don’t just say "Teachers lack skills." Use the Baseline Scenario. 𝗢𝗹𝗱 𝗟𝗼𝗴𝗶𝗰: "The situation is bad." 𝗡𝗲𝘄 𝗟𝗼𝗴𝗶𝗰: "Without this intervention, the 'Baseline Scenario' suggests a 5% annual widening of the digital gap due to the rapid introduction of AI, leaving rural teachers permanently behind. 𝘛𝘩𝘪𝘴 𝘱𝘳𝘰𝘷𝘦𝘴 𝘺𝘰𝘶𝘳 "𝘌𝘶𝘳𝘰𝘱𝘦𝘢𝘯 𝘈𝘥𝘥𝘦𝘥 𝘝𝘢𝘭𝘶𝘦" 𝘪𝘴𝘯'𝘵 𝘢 𝘨𝘶𝘦𝘴𝘴—𝘪𝘵'𝘴 𝘢 𝘤𝘢𝘭𝘤𝘶𝘭𝘢𝘵𝘪𝘰𝘯. 𝗝𝘂𝘀𝘁𝗶𝗳𝘆 𝘆𝗼𝘂𝗿 𝗗𝗲𝘀𝗶𝗴𝗻 (𝗧𝗼𝗼𝗹 #62) Why did you choose this methodology? Use Multi-Criteria Analysis (MCA). 𝗡𝗮𝗿𝗿𝗮𝘁𝗶𝘃𝗲: "We selected the 'Blended Mobility' format after a Multi-Criteria Analysis comparing it to 'Physical-Only' mobility. While physical mobility scored higher on 'Cultural Immersion,' Blended Mobility scored highest on 'Inclusion' and 'Cost-Effectiveness,' making it the superior option for our target group." 𝘕𝘰𝘸 𝘺𝘰𝘶𝘳 𝘸𝘰𝘳𝘬 𝘱𝘭𝘢𝘯 𝘭𝘰𝘰𝘬𝘴 𝘥𝘢𝘵𝘢-𝘥𝘳𝘪𝘷𝘦𝘯 𝘳𝘢𝘵𝘩𝘦𝘳 𝘵𝘩𝘢𝘯 𝘳𝘢𝘯𝘥𝘰𝘮. 𝗣𝗿𝗼𝘃𝗲 𝘆𝗼𝘂𝗿 𝗜𝗺𝗽𝗮𝗰𝘁 (𝗧𝗼𝗼𝗹 #68) Evaluators are tired of vague "awareness raising." Use Counterfactual Logic. 𝗡𝗮𝗿𝗿𝗮𝘁𝗶𝘃𝗲: "To validate the impact of our training, we will use a Counterfactual approach (Tool #68). We will survey the 50 participants (Target Group) and 50 non-participating peers (Control Group) to isolate the specific causal effect of our curriculum."     How do you MEASURE if your outreach actually taught the public science? (Data inside 📊👇) The NSF-Funded PIs I support enter Grant Reviews and Renewals with more than just dates and participant counts; we also measure the depth of their broader impacts using simple assessment strategies like this Index Card Pre-Post. At the ACS Kids Zone with MONET, our goal was to move participants from describing slime as "squishy" (sensory) to understanding cross-linking (mechanistic). We collected 70 pre- and post-activity index card assessments from participants (65 of which were children). The results after they completed the slime activity: ❌ BEFORE: Only 6 out of 70 responses used chemistry-based language. The overwhelming majority (51) relied purely on sensory observations. ✅ AFTER: 30 out of 70 responses successfully used mechanistic chemistry terms to explain the slime's behavior. That is a 5x increase in chemistry comprehension. We successfully measured the transition of 24 children from sensory observers to reasoning with chemistry.     USING EVALUATION TO STRENGTHEN FUNDRAISING PROPOSALS In an increasingly competitive funding environment, not-for-profit leaders face constant pressure to demonstrate both impact and value for money. Funders are looking for more than compelling stories; they want evidence that investments will create measurable and lasting change. This is where evaluation becomes a powerful ally, not simply an accountability tool, but a strategic asset for fundraising. 1. Move beyond compliance. Many organisations treat evaluation as a box-ticking exercise to satisfy funders’ reporting requirements. Instead, view it as an opportunity to learn, refine, and evidence what works. Funders are far more likely to invest in initiatives that show a clear learning culture and a willingness to adapt. 2. Use evaluation to define your case for support. Strong proposals begin with strong insights. Evaluation data can help you demonstrate the need for your work, articulate your unique approach, and evidence outcomes achieved to date. A well-structured theory of change, underpinned by evaluation findings, tells funders that your programmes are grounded in evidence, not assumptions. 3. Translate findings into funder-friendly language. Evaluation results often include complex data, but funders want clarity. Focus on key trends, quantified outcomes, and human impact. Show how learning from evaluation has directly influenced your strategy, improved delivery, or enhanced value for beneficiaries. 4. Integrate evaluation plans into new proposals. Rather than leaving evaluation to the end, build it in from the start. Outline how you will measure progress, gather feedback, and apply learning throughout the grant period. This signals to funders that you take results seriously and will use evidence to strengthen ongoing impact. 5. Share learning transparently. Evaluation is most powerful when its insights are shared. Highlight what you’ve learned—both successes and challenges, and how these insights inform your future work. Honest reflection often builds more trust than polished perfection. In short, evaluation isn’t a post-project activity; it’s a cornerstone of effective fundraising. When used well, it transforms your proposals from persuasive to compelling, showing that your organisation not only delivers change, but learns, adapts, and improves with every investment.
