    April is AI Governance month. Through the end of the month, I'm going deep on Governing Intelligence by Noah M. Kenney. He's written one of the most thorough treatments of AI governance I've read. Not theory. Actual implementation specs, regulatory mapping, and practitioner frameworks built for the people doing this work. (Almost) everyday, I'll pull a section, run it through my lens as a GRC practitioner, and give you the things that actually matter for teams building and governing AI systems in regulated environments right now. Why this series, why this book, why now? We are in the middle of the most consequential shift in the AI governance landscape since the field existed. The EU AI Act is live, prohibited practices have been enforceable since February, GPAI obligations are hitting, full high-risk system requirements have been delayed but are still upcoming. The U.S. has no comprehensive federal law; the FTC is filing enforcement actions, states are legislating independently, and sector regulators are moving fast. ISO 42001 is published. NIST dropped its Generative AI Profile. The Bletchley Declaration introduced the concept of frontier model governance on an international stage. And most organizations are still treating this as a future problem. It is not a future problem. It is a now problem and most compliance and risk programs aren't structured to handle it yet. What makes Governing Intelligence worth all of the posts: it gives practitioners a five-layer operational framework, the AI Governance Stack, that translates principles into executable requirements. Data governance. Model governance. System integration. Control and monitoring. Audit and evidence. Each layer has specific thresholds, decision rules, and failure modes. That specificity is rare in this space, and it's what makes the book worth working through carefully rather than skimming.     World Economic Forum 𝗷𝘂𝘀𝘁 𝗽𝘂𝗯𝗹𝗶𝘀𝗵𝗲𝗱 𝘁𝗵𝗲 𝗺𝗼𝘀𝘁 𝗰𝗼𝗺𝗽𝗿𝗲𝗵𝗲𝗻𝘀𝗶𝘃𝗲 𝗳𝗿𝗮𝗺𝗲𝘄𝗼𝗿𝗸 𝗼𝗻 𝗔𝗜 𝗮𝗴𝗲𝗻𝘁 𝗴𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲 I've seen in December. In my two recent roles, we've deployed agents that optimize digital content on marketplaces, run retail media campaigns on platforms, create replenishment POs to prevent OOS, and identify opportunities for promotions or price increases. But here's my candid observation: most of us are moving faster than our governance frameworks can handle. This report adds a new perspective to the conversation. 𝗪𝗵𝗮𝘁'𝘀 𝗶𝗻𝘀𝗶𝗱𝗲: ⬇️ 1. Technical architecture breakdown: application, orchestration, and reasoning layers—plus protocols like MCP and A2A that enable agent interoperability across enterprise systems. 2. 7-dimensional classification system: role, autonomy, authority, predictability, function, use case, and environment. This helps you understand exactly what level of risk you're dealing with. 3. Real-world evaluation framework: task success rates, completion time, tool-use accuracy, edge case robustness, and trust indicators. Finally, practical metrics for production deployment. 4. Risk assessment lifecycle: a 5-step process from defining context to managing residual risk—mapped directly to agent capabilities and deployment scenarios. 5. Progressive governance model: baseline controls for every agent (access, monitoring, testing, human oversight), with safeguards that scale as autonomy and authority increase. 6. Multi-agent ecosystems: the future isn't single agents—it's networks of agents that negotiate, transact, and collaborate. The report covers emerging risks like drift, misalignment, and cascading failures. 𝗪𝗵𝘆 𝘁𝗵𝗶𝘀 𝗺𝗮𝘁𝘁𝗲𝗿𝘀 𝗳𝗼𝗿 𝗖𝗣𝗚: ➜ Don't underestimate agents, they're not glorified chatbots; they are powerful and act on a much higher decision-making efficiency. They're making decisions on inventory, pricing, promotions, and customer data. ➜ Without classification, you can't assess risk. Without evaluation, you can't validate performance. Without governance, you're flying blind. Time to learn what's running under the hood. ➜ The framework gives you a playbook: start with low-autonomy agents, test rigorously, scale governance as capabilities grow. And don't rely on your IT and data science teams, get your hands dirty, please, even by watching and getting involved only. ➜ This isn't academic, from what I can tell, it's designed for practitioners who need to deploy safely today while preparing for multi-agent ecosystems tomorrow. But it doesn't set them. DECISION AUTHORITY This is governance. The layer everyone skips. → Metric ownership assigned → Definition rights clarified → Change authority established → Escalation paths defined This is what scales. Not the catalog. Decision clarity. ANALYTICS & AI Built on governed decisions. → Dashboards and reporting that people trust → Advanced analytics that stay accurate → RAG and GenAI that don't drift → AI models and agents that scale BUSINESS OUTCOMES → Trusted metrics → Faster decisions → Scalable analytics → Safe AI adoption The framework connects to: → Technical enablement (cloud, platforms, APIs, security) → Operating model (roles, governance cadence, stewardship) → Risk and control (regulatory compliance, auditability, ethics) Here is how I see it: If ownership is unclear, nothing above scales. You can build the best data platform in the world. The cleanest pipelines. The most advanced AI. But without clear ownership and decision authority, it all breaks when someone asks "who approved this definition?" Start with the foundation. Build the governance layer. Then scale. Not the other way around.

    🚨 GRC is not paperwork. It’s how serious organizations make security, risk, and compliance work together. I just reviewed a strong GRC (Governance, Risk, and Compliance) Implementation Checklist aligned with Saudi PDPL, NCA, and broader frameworks like ISO 27001 / COBIT / NIST / SOX and it’s one of the clearest practical checklists I’ve seen for turning governance into execution. What stood out (and why it matters) ✅ 1) It treats GRC as an operating model not three separate teams The visual on page 1 maps GRC to real business functions: strategy management, business processes, policies/procedures, performance management, risk management, control activities, audits. That’s exactly how mature organizations should think about GRC: integrated, not siloed. ✅ 2) Governance starts with executive sponsorship + defined ownership The Governance checklist (pages 3–5) emphasizes: • clear scope/objectives • executive sponsorship / board oversight • named roles (CISO, DPO, etc.) • governance policies/frameworks • risk appetite • training, ethics, KPIs, reporting, transparency, continuous improvement In other words: no owner = no governance. ✅ 3) Risk management is built like a real program (not a one-time assessment) The Risk section (pages 6–9) includes: • asset inventory & classification • repeatable risk assessments • treatment plans + owners + timelines • continuous monitoring / vulnerability mgmt • IR readiness + BCP/DR • third-party risk + escalation + periodic reviews • control alignment to ISO/NIST/COBIT/SOX This is the difference between “we have a risk register” and “we manage risk.” ✅ 4) Compliance = evidence, traceability, and accountability The Compliance section (pages 10–13) is especially practical: • regulatory obligations register • control mapping across multiple frameworks • policies/SOPs + documentation discipline (“if it’s not documented, it didn’t happen”) • privacy compliance (data inventory, lawful basis, minimization, retention, rights handling) • internal/external audits • ongoing regulatory monitoring Exactly the mindset auditors and regulators expect. 🎯 My takeaway A mature GRC program doesn’t slow the business down.     𝐌𝐨𝐬𝐭 𝐨𝐫𝐠𝐚𝐧𝐢𝐬𝐚𝐭𝐢𝐨𝐧𝐬 𝐝𝐨 𝐧𝐨𝐭 𝐡𝐚𝐯𝐞 𝐚𝐧 𝐀𝐈 𝐠𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐩𝐫𝐨𝐛𝐥𝐞𝐦. They have an 𝐀𝐈 𝐜𝐨𝐧𝐭𝐫𝐨𝐥 𝐩𝐫𝐨𝐛𝐥𝐞𝐦. Governance is often treated as a compliance exercise. Policies. Committees. Review gates. Documentation. Necessary? Yes. Sufficient? Not even close. 𝐁𝐞𝐜𝐚𝐮𝐬𝐞 𝐞𝐧𝐭𝐞𝐫𝐩𝐫𝐢𝐬𝐞 𝐀𝐈 𝐢𝐧𝐭𝐫𝐨𝐝𝐮𝐜𝐞𝐬 𝐚 𝐧𝐞𝐰 𝐫𝐞𝐚𝐥𝐢𝐭𝐲: systems that can reason, retrieve, generate, & act in production. That means governance cannot sit only in policy documents. It has to exist in the 𝐫𝐮𝐧𝐭𝐢𝐦𝐞 𝐞𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭. This is also why Gartner 𝐀𝐈 #𝐓𝐑𝐢𝐒𝐌 𝐟𝐫𝐚𝐦𝐞𝐰𝐨𝐫𝐤 matters. It shifts the conversation from just 𝐀𝐈 𝐩𝐨𝐥𝐢𝐜𝐲 𝐚𝐧𝐝 𝐨𝐯𝐞𝐫𝐬𝐢𝐠𝐡𝐭 to 𝐫𝐮𝐧𝐭𝐢𝐦𝐞 𝐭𝐫𝐮𝐬𝐭, 𝐫𝐢𝐬𝐤, 𝐬𝐞𝐜𝐮𝐫𝐢𝐭𝐲, & 𝐜𝐨𝐧𝐭𝐫𝐨𝐥. The question is no longer: “Do we have an AI policy?” The real questions are: What AI is running today? What is it allowed to do? What happens when it behaves outside policy? 𝐀 𝐩𝐫𝐚𝐜𝐭𝐢𝐜𝐚𝐥 𝐀𝐈 𝐠𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐬𝐭𝐫𝐚𝐭𝐞𝐠𝐲 𝐬𝐡𝐨𝐮𝐥𝐝 𝐛𝐞 𝐛𝐮𝐢𝐥𝐭 𝐚𝐜𝐫𝐨𝐬𝐬 3 𝐥𝐚𝐲𝐞𝐫𝐬: 1. 𝐃𝐢𝐬𝐜𝐨𝐯𝐞𝐫𝐲 & 𝐈𝐧𝐯𝐞𝐧𝐭𝐨𝐫𝐲 Create visibility across AI apps, models, agents, & data flows. 2. 𝐑𝐮𝐧𝐭𝐢𝐦𝐞 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲 & 𝐄𝐧𝐟𝐨𝐫𝐜𝐞𝐦𝐞𝐧𝐭 Apply controls where AI is actually executing & making decisions. 3. 𝐀𝐮𝐝𝐢𝐭, 𝐑𝐢𝐬𝐤 & 𝐏𝐨𝐥𝐢𝐜𝐲 𝐋𝐢𝐟𝐞𝐜𝐲𝐜𝐥𝐞 Turn governance into a measurable, auditable operating model. This aligns closely with where the market is moving: From 𝐬𝐭𝐚𝐭𝐢𝐜 𝐠𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐭𝐨 𝐜𝐨𝐧𝐭𝐢𝐧𝐮𝐨𝐮𝐬 𝐀𝐈 𝐚𝐬𝐬𝐮𝐫𝐚𝐧𝐜𝐞 From review-based oversight to runtime enforcement But just as important as the framework is the sequence of implementation. Too many organisations try to “do governance” all at once. That usually creates 𝐨𝐯𝐞𝐫𝐡𝐞𝐚𝐝 𝐰𝐢𝐭𝐡𝐨𝐮𝐭 𝐜𝐨𝐧𝐭𝐫𝐨𝐥. A more effective approach is phased: Phase 1: 𝐆𝐑𝐂 𝐒𝐭𝐫𝐚𝐭𝐞𝐠𝐲 Define risk appetite, ownership, controls, & governance design. Phase 2: 𝐑𝐮𝐧𝐭𝐢𝐦𝐞 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲 𝐀𝐜𝐭𝐢𝐯𝐚𝐭𝐢𝐨𝐧 Protect critical AI workloads first & validate enforcement in production-like conditions. Phase 3: 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 & 𝐂𝐨𝐦𝐩𝐥𝐢𝐚𝐧𝐜𝐞 𝐚𝐭 𝐒𝐜𝐚𝐥𝐞 Roll out inventory, auditability, posture management, & continuous compliance across the AI estate. This is how AI governance becomes practical. Not as a static framework. But as a live operating model. In the years ahead, the strongest AI organisations will not be the ones with the most pilots. They will be the ones with the clearest path from: 𝐞𝐱𝐩𝐞𝐫𝐢𝐦𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧 → 𝐜𝐨𝐧𝐭𝐫𝐨𝐥 → 𝐬𝐜𝐚𝐥𝐞 𝐀𝐈 𝐠𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐢𝐬 𝐧𝐨 𝐥𝐨𝐧𝐠𝐞𝐫 𝐚 𝐟𝐮𝐭𝐮𝐫𝐞-𝐬𝐭𝐚𝐭𝐞 𝐝𝐢𝐬𝐜𝐮𝐬𝐬𝐢𝐨𝐧. It is now a 𝐩𝐫𝐨𝐝𝐮𝐜𝐭𝐢𝐨𝐧-𝐫𝐞𝐚𝐝𝐢𝐧𝐞𝐬𝐬 𝐫𝐞𝐪𝐮𝐢𝐫𝐞𝐦𝐞𝐧𝐭. This includes: ▪️ Executive sponsorship ▪️ Defined AI accountability ▪️ Cross-functional oversight (Legal, Risk, Security, IT, Compliance, Data) ▪️ Clear AI policy and governance charter Without leadership alignment, AI governance becomes fragmented. 🔍 Step 2: Identify & Classify AI Use Cases Create an AI inventory: ▪️ Where is AI being used? ▪️ Is it internally developed or third-party? ▪️ Does it impact customers or employees? ▪️ Does it make automated decisions?     My long-time mantra of “Governance for Transformation” underlines that governance is essential, all the more in rapid change. Yet it must be designed to enable transformation. If it slows organizational change, it can kill the organization. This framework covers the usual governance elements of compliance, intellectual property, bias, and privacy. It also focuses on positive, directional elements around how AI deployment can maximize value creation for organization, employees, stakeholders, and society. I find the framework can be very helpful in board and executive strategy sessions, not for diving into details, but for ensuring that there is an appropriately balanced view in shaping AI governance, including focusing on its positive potential. There are five critical layers: 🏗️ Foundations Foundations establish the essential infrastructure and compliance frameworks that enable responsible AI development. This vital layer ensures organizational values align with societal expectations while protecting intellectual property and maintaining robust technical systems. 🔍 Responsibility Responsibility governs the ethical implementation of AI through transparency, accountability, and fairness across all user groups. This dimension protects user privacy and security while actively identifying and rectifying biases in AI systems. 🚀 Performance Performance drives the optimization of AI systems for efficiency, accuracy, and effectiveness in real-world applications. This element embeds continuous learning while ensuring AI remains consistently reliable and safe as capabilities expand. 🧭 Strategic Vision Strategic vision connects current AI capabilities with future organizational evolution through innovative exploration and disciplined scaling. This forward-looking perspective prioritizes sustainability considerations while developing new opportunities for value creation as AI technologies advance. 👑 Leadership Leadership shapes the ethical boundaries of AI implementation while maximizing positive societal and economic outcomes.
