Trade negotiations increasingly involve access to semiconductors, cloud dependencies, export controls, data governance, and research collaboration. The vocabulary is still economic, but the implications are geopolitical. Compute capacity, advanced chips, regulatory posture, and research ecosystems are shaping how influence is built and sustained. Capital markets are responding, even if imperfectly. Venture capital has consolidated around AI-native firms. Sovereign wealth funds are allocating serious capital into data centers and advanced compute infrastructure. Energy demand forecasts are being revised because artificial intelligence requires power at scale. Major stock indices are increasingly concentrated around companies positioned at the intersection of semiconductors, cloud platforms, and artificial intelligence systems. At the same time, the line between commercial artificial intelligence and national security is narrowing. Industrial policy, technological autonomy, and diplomatic alignment are becoming interconnected. This does not feel like a cycle of enthusiasm. It feels like a reordering of how economic strength and political influence accumulate. For countries in the Global South, the real question is positioning.
