The Solution: An ETC-Native Layer 2 for Virtually Free, High-Impact Transactions
In our last article, we confronted a fundamental dilemma: the very security that makes Ethereum Classic (ETC) the perfect moral anchor for social contracts also makes its Layer 1 (L1) too costly for the high-volume, low-value transactions that social impact requires. How can we build a "People's Chain" if the people who need it most cannot afford to use it for everyday interactions?
The answer is not to compromise the integrity of the L1. The answer is to build on top of it.
Introducing Layer 2 Scaling
The challenge of scaling a secure blockchain is not new. The Ethereum ecosystem has faced this for years, leading to the development of "Layer 2" (L2) scaling solutions. In simple terms, an L2 is like an express lane built alongside a major highway. The highway (the L1) is incredibly secure but can get congested and expensive. The express lane (the L2) allows for a massive volume of traffic to move quickly and cheaply.
Projects like Polygon and Arbitrum do this for Ethereum (ETH). They process thousands of transactions off-chain in a separate environment, bundle them together, and then post a compressed summary of those transactions back to the main Ethereum L1. This gives them the best of both worlds: the speed and low cost of an L2, with the security and finality of the L1.
The Proposal: An ETC-Native Layer 2
Our solution is to bring this proven model to the blockchain with the strongest moral and philosophical foundation: we propose the creation of an ETC-native Layer 2.

Our initial proposal is to build this L2 as an Optimistic Rollup. This type of L2 "optimistically" assumes transactions are valid and posts them to the L1, allowing a challenge period where any fraudulent transaction can be disputed. This is a pragmatic and battle-tested approach that provides a massive boost in scale while retaining high security.
This L2 would be an execution environment built specifically for Ethereum Classic. It would be designed from the ground up to handle the high-throughput, low-cost transactions needed for our social impact and supply chain applications.

The Best of Both Worlds
This approach resolves the dilemma we faced. We no longer have to choose between security and accessibility. We get both.
With this technical solution, the vision of a "People's Chain" becomes practical. We can build applications that are both impactful and economically viable.
But a technical solution is only a blueprint. To bring it to life, a dedicated team with a clear mission is required. In our next article, we will introduce the new foundation we are proposing to build this L2 and serve the Ethereum Classic community.
