I like this on a conceptual level, but my understanding is that electronic surveillance, techniques already in-use such as cameras & motion sensors are quickly destroyed or dismantled by those with an interest in getting though undetected. We would need to address that issue with any new technology implementation and of course cost vs. range (ie $/m2 sensed)
A technological wall is much better , and so much less expensive , then concrete
