How Claude Code Is Changing Technical Program Management

An engineer on your team ships a feature in half the time it used to take. When you ask what changed, they say "Claude Code." You nod like you know what that means. You don't ask follow up questions because you're not sure what to ask.

This is the moment most TPMs are living through right now. AI coding tools have crossed a threshold: they're not autocomplete for comments anymore. They're agents that can implement features, run tests, and refactor code with minimal human intervention. Your engineers are using them daily. You're still figuring out what they mean for your role.

The answer matters more than you think. Not because AI is going to replace you, but because the TPM who learns to direct these tools operates at a different speed than the one who ignores them.

The Gap Between Hype and Reality

Let me cut through the noise first, because there's a lot of it.

AI coding tools aren't magic. They aren't AGI. They won't replace engineers. What they actually do is change the cost of certain tasks. Code that used to take a week takes a day. Specs that used to require back-and-forth with engineers compress into a single prompt. The ratio of engineering time to feature output is shifting, and it's shifting fast.

The hype says AI will replace programmers. The reality is more nuanced: AI makes certain types of programming faster and cheaper, but it doesn't replace the judgment required to know what to build, why to build it, and whether the output actually solves the problem. That's still human. That's still you.

But here's what most TPMs are missing: the leverage point isn't understanding how the code works. It's knowing what to ask for. A TPM who can write clear, precise specifications for AI tools gets dramatically better outputs than the TPM who treats AI as a black box that produces answers. This shouldn't sound surprising. It's the same skill that makes a good TPM in any context: knowing what you want, not knowing how to build it.

The Real Leverage Point

Here's the core thesis, and I'm going to state it plainly: AI amplifies judgment. It doesn't replace it.

When you direct an AI coding tool, you're not the builder. You're the director. The quality of your direction determines the quality of your output. Ambiguity in your prompts becomes ambiguity in the code. Imprecision in your specs becomes broken features. The AI extends your reach, but only if you already know where you're aiming.

This is why the TPM who understands what they want will get more from these tools than the TPM who doesn't. The specification skill that makes you effective at stakeholder management, at aligning competing priorities, at defining scope — that's the same skill that makes you effective at directing AI. If you've ever been the TPM who could take a vague stakeholder request and turn it into a precise technical spec, you already have the foundational skill for using AI coding tools effectively.

The tools change monthly. The skill of knowing how to prompt, verify, and iterate is transferable. A TPM who understands the landscape of AI coding tools broadly will be more effective than the TPM who masters one tool deeply.

What Actually Changes for Program Planning

When AI can generate code faster, sprint planning shifts. Not because the process changes, but because the expectations shift. Stakeholders who understand that features can be implemented faster will push for more scope. Engineers who are using AI tools will produce more, which means your job as TPM shifts from tracking what engineers are building to verifying that what they're building is actually what was asked for.

Here's what I mean: when you're relying on engineers to translate your specifications into code, there's buffer space. The engineer interprets your spec, makes judgment calls, and produces code. When you're prompting AI directly, the buffer disappears. Your ambiguity becomes AI's ambiguity, which becomes broken code fast. Using these tools exposes exactly how imprecise your specifications really are.

This is uncomfortable, but it's useful. A TPM who can write precise specs becomes dramatically more effective when working with AI tools, because precision in equals precision out. If you've ever gotten burned by a feature that was "technically what was asked for but not what was meant," AI tools will make that problem more visible, not less. The solution isn't to become a developer. It's to get better at knowing what you actually want.

The Judgment Layer Is Still Human

AI can generate code. It can't determine whether that code belongs in your architecture, whether it creates new dependencies, or whether it introduces stakeholder alignment risks. It can't tell you that the feature you're specing out will create political problems with a different team. It can't read the room on whether a scope change will generate pushback that derails your timeline.

These are the judgment decisions that determine program success, and they're fully human. The tools get faster at generating code, but the leverage remains at the judgment layer.

This is why the TPMs most at risk from AI tools aren't the ones who understand code deeply. It's the ones who primarily added value through translation — converting stakeholder requests into technical specs for engineers to build. AI tools make the translation step faster and lower-cost. If that's your primary contribution, the calculus is changing.

A TPM who survives this shift operates at the judgment layer, not the translation layer. They don't replace the engineer. They don't replace the stakeholder. They make the judgment calls that determine what gets built, why, and how it fits into the broader picture. AI helps them execute faster, but it doesn't replace the thinking.

How to Start Without Overwhelming Yourself

You don't need to become a developer. You don't need to master every AI tool. You need to understand the landscape and start with one use case that actually matters to you.

The entry point isn't coding. It's specification. Pick a small feature or script you've been meaning to have built. Write the clearest possible spec for it. Use an AI coding tool to generate the code. Have an engineer review the result. Notice where the gaps are between what you spec'd and what the AI produced. That's information about how precise your thinking actually is.

The verification question is always the same: "Does this output actually solve the problem I was trying to solve?" Not "does the code look right" or "does it compile." Does it solve the problem? That's the judgment layer. The AI handles the generation. You handle the verification.

Three tools worth understanding even if you never use them directly: Claude Code, GitHub Copilot, and Cursor. They work differently. They have different failure modes. Understanding what each one is good at and bad at will help you direct engineers who use them and helps you understand what's possible when you're working with your team on scoping and planning.

What the Next Twelve Months Look Like

The tools are going to get more capable. The capability curve is steep and doesn't show signs of flattening. Every month, tasks that required human judgment start to become automatable. The trajectory isn't toward replacement. It's toward a shift in what humans are responsible for versus what machines handle.

For TPMs, this means the role evolves. The translation layer gets more automated. The judgment layer gets more important. Understanding how to direct these tools, how to verify their outputs, and how to make the judgment calls that determine program success becomes the core skill.

A TPM who learns to work with AI coding tools, not around them, has a significant leverage advantage. They're the one who can direct a team that includes both engineers and AI tools. They're the one who can compress the cycle between "here's what we want" and "here's what we got." They're the one who stays relevant as the tools change, because they're operating at the layer that remains human.

A TPM who ignores these tools will find themselves increasingly disconnected from what's happening on their own teams. Not because they need to code, but because they need to understand what's possible, what's changing, and how to direct the resources available to them.

The time to start is now. Not because the tools are mature. Because they're moving fast, and the TPM who understands the landscape first has the advantage. Start with one tool. Pick one use case. Generate something small. Learn what it does and what it doesn't do. That's how you build the judgment for the next twelve months of this shift.

The engineers on your team already know what's changing. The question is whether you're going to understand it too.
