Once AI participation reaches a decision boundary, final authority must remain with accountable humans to preserve decision integrity and meet regulatory expectations. This is exactly why I am building the Decision Authority Layer for autonomous and non-autonomous agents. Decision Governance is not a policy conversation. It is an operating model problem.
