Most developers stop learning HTML after they get the basics and then use div / span for everything, although much more suitable elements are available. Also there are a lot of capabilities in HTML that will allow you to write less or no JavaScript (like dialog and details). For CSS, if you learn everything about Flexbox (and Grid), you will be able to create responsive layouts with ease and less CSS than with any other techniques.

Totally agreed. HTML, CSS and JavaScript are fundamentals of front end development. Mostly, beginners run behind ReactJs due to demand of the market.
