It not only resonates with deliberate democracy that represents the latest development of western democratic theory and practice but also consists of the most important part of China's efforts in developing democratic politics.     Over the past decade, civic engagement has been drawing increasing public attention in China. It not only resonates with deliberate democracy that represents the latest development of western democratic theory and practice but also consists of the most important part of China's efforts in developing democratic politics. Many argue that civic engagement ensures the practice of civic rights, prevents the abuse of political power, enables more democratic and scientific decision making, promotes social harmony, and etc. In reality, however, Chinese civic engagement has long been plagued by two major problems, namely, civic disengagement and civic disorder. On the other hand, China has experienced rapid development of the Internet, mobile phone, and other new information technologies in recent years, which may offer effective solutions to these two problems.

    Through an informal case study, this article explores the role of new media in improving Chinese civic engagement. It first presents two major problems facing Chinese civic engagement: civic disengagement and civic disorder. These two problems seem mutually contradictory but factually share the same roots. This article analyzes their common roots from the perspective of information flow, participation channels, and participation motivation. Then the potential of new media in addressing the problems is discussed, and the role of new media in improving Chinese civic engagement is illustrated in the case study on the Xiamen PX event. A brief summary and discussion is finally offered.
