Researchers at the Texas A&M College of Arts & Sciences Public Policy Research Institute, led by Dr. Nandita Chaudhuri, recently completed the 2024 Texas Veterans Needs Assessment in collaboration with the Texas Veterans Commission. 📊 The study gathered nearly 18,500 responses from Texas veterans and 507 from veteran-serving organizations, along with insights from 15 focus groups across the state. Key findings include: 🔝 Top service needs: Mental health counseling, business training, and alternative therapy. 🔝 Top barriers: Lack of awareness about benefits, difficulty navigating services, and time constraints due to life responsibilities. 🔝 Top information sources: Internet searches, the TVC website, and VA Healthcare. How much is the new H1-B lottery going to cost you? The H-1B lottery just got a complete overhaul and starting with the FY 2027 registration period, from March 4th to March 19th, the USCIS is replacing the random lottery with a wage-weighted selection system. Instead of every registration having equal odds, higher-paid positions now receive priority. The new system assigns greater weight to positions offering higher salaries, increasing their probability of selection while still maintaining the 85,000 annual cap. Entry-level positions at lower wage levels can still be selected, but their odds drop significantly. Based on my research, the competitive threshold is not just a few thousand dollars, but potentially $30,000-50,000+ depending on occupation and location. The wage level system works on percentiles within each occupation and geographic area: Level 1 (17th percentile): Entry-level, entered once in lottery Level 2 (34th percentile): Qualified, entered twice Level 3 (50th percentile - median): Experienced, entered three times Level 4 (67th percentile): Fully competent, entered four times So using DOL prevailing wage data, a software engineer, in a competitive market (SF, NY etc) roughly shows: Level 1: ~$95,000-110,000 (17th percentile) Level 2: ~$120,000-135,000 (34th percentile) Level 3: ~$145,000-160,000 (50th percentile/median) Level 4: ~$180,000+ (67th percentile) Moving from Level 1 to Level 3, to triple your lottery odds, typically requires a $35,000-50,000 salary increase or roughly 32-45% more compensation. The question is, do employers continue to pursue the H-1B visa path or is this becoming a dying pathway? The answer is straightforward. The H-1B remains viable only for positions employers can justify paying at or above median wage. That $35K-50K salary increase to reach Level 3 isn't a strategic choice, it's the new cost of entry. Companies unwilling or unable to meet this threshold will need alternative pathways such as: cap-exempt employers, other visa categories, or international hiring strategies. The H-1B lottery hasn't disappeared, but administrative policy has effectively transformed a program that statutorily accommodated all wage levels into one that functionally serves only the highest-paid positions. #ImmigrationLaw hashtag #BusinessImmigration hashtag #ImmigrationPolicy
