One thing that came up during a recent conversation on Hawaii Public Radio’s Bytemarks Café is how much it matters when tech programs intentionally slow down enough to create real connection. Pacific International Center For High Technology Research - PICHTR's Hawaii Wave and PACT2026 are doing something a bit different by keeping the group small, pushing builders out of their comfort zones, and focusing on partnerships that can turn into real follow-on work across Hawaii, Japan, and allied regions. We aren’t just talking about tech. The conversation touched on Japanese companies exploring manufacturing operations in Hawaii, new Marine depot partnership initiatives, and infrastructure work extending to Alaska. As part of the Hawaii Wave cohort, I’ve seen firsthand how valuable it is to step out of the “little builder shell” and get honest feedback from mentors and peers who’ve been through this before. Public projects in the City of San Diego are meant to support Small and Emerging Local Businesses (SLBE/ELBE). These programs are supposed to create real opportunities, strengthen the local economy, and help microbusinesses grow. But today, policy loopholes and “voluntary” subcontracting goals are leaving local businesses like mine excluded—despite being listed in winning proposals. The work often ends up consolidated into the hands of limited large vendors. Small businesses are promised participation on paper but receive little or no real work in practice. This raises an important question: Are public funds truly creating local jobs, or are they enriching only a few while small businesses are left behind? We believe in a public contracting system that supports growth, fairness, and real accountability—not token inclusion or empty promises. Local business owners who report fraud face no whistleblower protection—even when the fraud involves public projects. In my case, as a small business owner working on a City of San Diego project, I was forced into arbitration in New York by the prime vendor. The City claimed it had no jurisdiction and closed the case. This system leaves small businesses vulnerable, silences whistleblowers, and discourages honest reporting. We need real protections and accountability in public contracting. I personally feel it’s becoming dangerous for certified local businesses to work on City of San Diego public projects. Vulnerable small businesses are left without protection, even when they face serious issues or report problems. In my experience, the system allows prime vendors to force local businesses into arbitration in another state—far from where the public work actually happens. This creates risks, silences whistleblowers, and discourages honest local participation.
