Fiber rollouts don’t stall because of fiber. They stall because of poles. Joint Use Pole Agreements (JUPAs) quietly determine whether a fiber project launches in months—or drags on for years. What are JUPAs? They’re the agreements that let fiber operators attach to utility poles owned by power companies, instead of building new poles. Simple in theory but complex in practice. Why they matter for fiber builds  🔹 They control timelines Make-ready work (pole replacements, rearrangements) is often the critical path. 🔹 They control costs Unplanned pole remediation can blow up budgets fast. 🔹 They control scalability Aerial fiber is the fastest way to expand last-mile and rural broadband. The challenges everyone underestimates: 1.        Make-ready delays across multiple attachers 2.        Aging poles with limited capacity 3.        Unclear cost responsibility 4.        Heavy dependence on third-party schedules How successful fiber programs manage it: a.        Front-load pole surveys and engineering b.        Negotiate fiber-friendly JUPAs with clear timelines c.        Batch make-ready work geographically d.        Use digital tools to track pole readiness e.        Build schedule and cost contingencies Bottom line: If you treat JUPAs as “legal paperwork,” your fiber rollout will slip.
