The ACT Deposit Program reached an important milestone today—$100 million in deposits helping mission-driven community banks meet the needs of low-income and minority communities. African American family enterprises have long been part of the American business story — even when the conditions around ownership, capital, and continuity were anything but equal.    In honor of Black History Month, Wingspan reflects on the legacy of African American family-owned and privately held businesses in a new article, A Legacy of Ownership. The piece looks beyond entrepreneurship alone to focus on stewardship, continuity, and the role ownership has played in economic independence across generations.    Before formal governance structures or reliable access to capital were widely available, Black families built enterprises rooted in shared responsibility, family labor, and long-term commitment. From local businesses that anchored communities to firms that grew into enduring institutions, these enterprises were often designed to last — even in the face of legal, financial, and social barriers.    Their stories remind us that long-term thinking, continuity, and stewardship are not modern ideas. Low- to moderate-income individuals and families have more help with legacy planning services, thanks to a program launched today by the nonprofit Cities for Financial Empowerment Fund. This program provides one-on-one financial counseling to help people protect their assets – at no cost. "Providing free and accessible legacy planning tools aligns with our Center's mission to bring diverse ideas and people together to advance public good," said Caitlin Coyle, PhD, director of the Center for Social & Demographic Research on Aging, Gerontology Institute, UMass Boston, part of an inter-collegiate research team partnering with the CFE Fund on learning and evaluation. The United States Senate Committee on Appropriations Sunday released its draft fiscal year 2026 Financial Services and General Government bill and accompanying report. Key highlights include: Level funding: The bill would appropriate $324 million for the Community Development Financial Institutions Fund (CDFI Fund) — approximately $190 million more than the administration’s request and nearly $80 million more than the House bill. The $324 million matches the fiscal year 2024 appropriation that was subsequently carried forward in continuing resolutions for fiscal year 2025. The Senate text did not include language in the House bill that would expand the Native American CDFI Assistance program, but it directed the Treasury secretary to focus more heavily on Native American communities in the New Markets Tax Credit program. No specific instruction for OMB: There is no specific language that would direct the Office of Management and Budget to release FY25 funding or protect CDFI Fund staff. It does include language that requires violations of the Impoundment Control Act to be reported to Congress. Additional text directs federal agencies to notify the Appropriations Committee if OMB does not apportion funds in a timely manner. No Rural Program funding: Neither chamber provided appropriations for the rural initiative that the administration proposed in its budget. However, explanatory language directs the Treasury secretary to submit a report to the Senate Appropriations Committee within 90 days of bill passage that details how CDFI program recipients intend to serve nonmetropolitan and rural areas. Consistent with Senate approach: The FSGG bill aligns with the general approach the Senate has taken on appropriations bills this year, in which it holds domestic-program spending steady and rejects cuts and eliminations proposed by the administration. This is another important milestone in securing CDFI appropriations for the next year and is the direct result of tireless advocacy by our members and industry allies.
