In LinkedIn Recruiter admins can set bulk messaging restrictions to limit the ability for users to send bulk InMail messages.
Bulk messaging restrictions allow Recruiter admins to limit the ability for users to send bulk InMail messages. Product Settings and Account Center admins in Recruiter can choose to restrict all users or specific users on the contract. By default, restrictions aren’t enabled for users. If the Product Settings and Account Center admin chooses to restrict specific users, the admin must apply the restriction from the LinkedIn Admin Center.
To apply bulk messaging restrictions for specific users, you must first enable the setting in Product settings in Recruiter and then edit the attributes for each user in LinkedIn Admin Center.
To apply bulk messaging restrictions for multiple specific users:

Move your cursor over your profile picture at the top of your Recruiter homepage and select Product settings from the dropdown.

Click Preferences on the left pane under Company Settings.

On the Preferences page, click Edit to the right of Enable bulk messaging restrictions.

Choose Limit specific seats.

Click Save & select seats. LinkedIn Admin Center opens so you can select which seats to limit.

In LinkedIn Admin Center, on the Users tab, find the users you want to limit.

You can filter by License type , License status , and Groups by selecting the dropdown above the user list. You can also search by name and email using the search box above the user list. -
Click the box next to the user(s).

Click Edit attributes at the bottom of the page.

Click Enable for this user under Bulk Messaging.

Click Save.
