The EFQM is an improvement over the balanced scorecard approach as it considers all stakeholders. My concern is that as described, it lacks prioritization of stakeholders based on strategy. For example Customer Satisfaction at Toyota placed order as Quality, Efficiency, Cost. Though not at the detriment of the following order metrics. To this end the Process was the first place to improve quality while at least not negatively affecting efficiency or cost…improving both if possible. Certainly Customer Satisfaction at Toyota was playing the “long game”.

I think the similarity is that both systems use metrics to measure results. The difference is the priority placed on financial in BSC leading to short-term decision making. Eg month to month. What lacks in both is a clearly described philosophy that is interpreted in the prioritization and logic to apply the metrics.

During an audit of a government department, the entity invited me to attend a lavish event. Regardless of the approach that is taken it's critical to establish a culture of psychological safety as it relates to readouts of results with leadership teams. Employees should know that reporting "bad news" is viewed as "good news" and will not be punished. The earlier bad news is reported the faster leadership can respond and apply resources to resolve any issues. A culture of psychological safety will tell employees that it's ok to fail and learn which in turn will increase employee willingness to establish stretch goals and achieve more than was previously possible.
