The Department of War seeks industry input to accelerate technology fielding, expand production surge capacity, and put acquisition on a wartime footing. What ideas do you have? The Federal Acquisition Regulation (FAR) overhaul is transforming U.S. defense procurement. Key Executive Orders: EO 14275 – Restoring Common Sense to Federal Procurement: FAR should only contain provisions required by statute or essential to sound procurement; non-essential rules should be removed. EO 14265 – Modernizing Defense Acquisitions and Spurring Innovation: Directs elimination of unnecessary supplemental regulations (like parts of DFARS) and streamlines acquisition processes. Phase Approach: Phase 1: Issued class deviations agencies could implement immediately, reducing regulatory burdens. Phase 2: Solicits industry input to rewrite substantive parts of FAR and DFARS, creating rules aligned with speed, surge, and wartime readiness. As President Trump said, “’We have the best weapons in the world, but it takes too long to get them… You’re going to start building faster,’” emphasizing the urgent need for speed. As the Under Secretary of War at the Pentagon notes: “We have a clear mandate to dismantle the bureaucracy that hinders our ability to outpace our adversaries. We don’t have a choice with today’s environment of rapid technological advancement – we must ensure the FAR and DFARS serve as enablers of speed and innovation, not obstacles. Systems Application & Technologies, Inc. Awarded U.S. Army West Desert Test Center Mission Support Services Contract 20 November 2025 — Systems Application & Technologies, Inc. (SA-TECH) was recently awarded the U.S. Army Test and Evaluation Command’s (ATEC) West Desert Test Center (WDTC) Mission Support Services (MSS) contract. WDTC, located at the U.S. Army Dugway Proving Ground (DPG) in Utah, plans, conducts, evaluates, and reports on developmental and operational tests, while supporting Tactics, Techniques, and Procedures development and training for Chemical and Biological (CB) defense systems, incendiary smoke/obscuration munitions, and related operational concepts. Under this seven-year contract, SA-TECH will provide the full spectrum of services required to support and execute field, chamber, laboratory, and range developmental and operational testing in support of WDTC’s critical mission. 🚀 Our Marine Corps Manpower Information Technology Systems Modernization (MITSM) portfolio is leading the charge on innovative acquisition approaches by using the Software Acquisition Pathway (SWP) to rapidly prototype, test, and deliver solutions.   💡Dubbed the Prototype to Program (P2P) Process, MITSM’s innovative framework is reshaping how we approach software projects. Instead of slower, more cumbersome acquisition processes, MITSM incorporates agile, user-centered design, existing enterprise services, and Other Transaction Authorities (OTA) to develop complex technology prototypes that mature to become programs of record, supporting warfighters at the speed of relevance. 🔑 The key? Smaller, more flexible contracts via the SWP that adapt as development unfolds. MITSM’s P2P approach cuts through bureaucratic red tape by shifting from the lengthy, multi-phase planning associated with traditional acquisition processes to a streamlined three-phase cycle:  ✔️ Phase 1: Define – This approximately nine-month phase reflects when the team quickly nails down project scope, goals, requirements, and success criteria, conducting up-front Design Thinking Workshops and completing the OTA Request for Proposal (RFP) process. ✔️ Phase 2: Develop – This phase reflects the 12-15 months needed to build a complex prototype through a user-centered design and agile methodology that incorporates warfighter feedback. ✔️ Phase 3: Deliver – During this approximately four-month phase, the complex prototype must demonstrate enterprise viability, scalability, business value, and user acceptance before it transitions into a fully operational system/program.
