Recently released draft RFPs, including Army MAPS, SOCOM SOFGSD and AFRL AMAC, are requiring offers to come exclusively from individual entities with their own UEI and CAGE Code. This is an error that will either a) prevent bids from qualified corporations that have multiple subsidiaries or affiliates with separate UEIs and CAGE Codes, or b) force corporations to submit multiple bids from their subsidiaries. MDA SHIELD has many more awardees than necessary because of this approach. A simple fix is to allow offerors to submit letters that explain how the subsidiaries exist under a single corporate umbrella.

🚨 Foreign Military Sales (#FMS) action continues in the FY26 National Defense Authorization Act (#NDAA)🚨 In the Senate version of the FY26 #NDAA (S. 2296), we find Sec 1261, "Streamlining and expediting sales of defense articles and services." From the Senate report, the explainer language: "The committee recommends a provision that would direct the Secretary of Defense to develop an acquisition strategy that establishes alternative acquisition paths for the procurement of Foreign Military Sales. The provision also allows prime contractors to begin the process of acquiring long-lead government furnished equipment prior to the execution of a signed commercial contract or of a letter of offer and acceptance." When you read through this, it's allowing for anticipatory policy around Government Furnished Equipment (#GFE) and transparency for both the contractor and the foreign partner buying the item. These are all good things. There's lots of defense sales action in both the House and Senate versions of the #NDAA this year. Lots of things to watch in the forthcoming conference action. My biggest piece of advice as a Gov Contracting Officer to both government and industry: “Accelerate Change or Loose”, a quote often heard throughout my career. Opposition and resistance to change can often lead to slowing down acquisition timeline and meeting mission needs. Go into these changes with an open mind and understanding of the goal…meet the mission needs in the most efficient and advantageous way possible while complying with all statutes. If you are feeling some opposition and resistance to certain changes, potentially there is good reason. Below is a call for input and a chance to identify things that maybe need changed or the intention missed the mark.
