A new report commissioned by the Terner Center for Housing Innovation at UC Berkeley and SPUR points to the state's construction defect liability laws, which push developers to build rental apartments instead of for-sale projects that could create more affordable homeownership opportunities.

The Center for Community Solutions’ research, conducted in partnership with Neighborhood Partnership Housing Services (nphs), is featured in The Press-Enterprise article, “Could this Strategy Build More Affordable Housing in the Inland Empire?” The article highlights our report, Exploring Land Banking as a Tool for Affordable Housing in the Inland Empire: A Proof‑of‑Concept Study, which examines the potential of utilizing tax‑defaulted parcels to support the development of novel affordable housing in Riverside and San Bernardino counties. Our study identifies clusters of tax‑delinquent properties and analyzes how land banking — the acquisition and management of these properties for future development — could serve as a strategic tool for addressing the region’s housing affordability challenges. By providing data‑driven insights and actionable recommendations, our research aims to inform policymakers, local governments, and community stakeholders seeking innovative approaches to equitable housing development. Housing Trust Fund Ventura County has received a $5 million grant from the Southern California Association of Governments. This funding will launch a new long-term loan program, making it easier for affordable housing developers to secure the resources they need. "These new loans will allow us to increase the depth and duration of our impact—unlocking more units, in more neighborhoods, for longer. This is about creating housing that stays affordable for generations," saind Linda Braunschweiger, Housing Trust Fund Ventura County CEO.

The Housing Authority of the City of Alameda (AHA) seeks comments on the Alameda Affordable Housing Trust Fund (AAHTF) Guidelines. The State of California Local Housing Trust Fund program requires that there is an annual public hearing to hear comments on the AAHTF Guidelines to discuss the criteria that will be used to select projects to be funded. Public examination of the guidelines of the Alameda Affordable Housing Trust Fund is vitally important to AHA’s focus on transparency and commitment to building affordable homes within the City of Alameda. This hearing will be held in-person and online via Zoom at 7:00 p.m. on May 20, 2026, as part of the Alameda Affordable Housing Corporation (AAHC) Board of Director’s meeting which will be held at 703 Atlantic Avenue. New Report: Advancing Housing Affordability in California At SFF, we celebrate the insights from Advancing Housing Affordability in California. Drawing on nearly a decade of work by The James Irvine Foundation and the Chan Zuckerberg Initiative , the report’s most important lessons for funders are clear: Housing progress follows a repeatable cycle: power building → policy and advocacy → equitable implementation → iteration and scale. Philanthropy is most effective when it supports the full cycle—including organizing, narrative change, leadership development, enforcement, innovation, and data infrastructure. The 4 Ps—Production, Preservation, Protection, and Prevention—offer a practical roadmap for alignment.
