Texas health plans are navigating expiring enhanced subsidies, rising premiums, and new federal requirements — all at once. Provider-aligned plans are showing how to stay ahead by pairing community insight with operational agility. At Texas Association of Health Plans' 2025, industry leaders highlighted what’s shaping the next year: subsidy uncertainty, shifting Medicaid eligibility, and heavier verification workloads. The plans that adapt quickly and communicate clearly will protect the most members. Community First Health Plans’ model is a strong example. By combining Softheon’s technology with University Health and CareLink, they’re supporting residents who fall between public and employer coverage. A small pilot has now grown past 4,000 members and continues to scale. ICHRA is also emerging as a key lever in Texas, especially for small employers. With the right administrative support, it offers predictable costs, stronger local networks, and a path to expand access across communities. The message is clear: provider-aligned plans can lead through uncertainty when care delivery, operations, and member experience are connected. Full recap below.
