Earlier this week, our American Oversight team, alongside Democracy Forward, secured a temporary restraining order from Judge Cobb on behalf of more than a dozen members of Congress – affirming their right to access ICE detention facilities and again preventing DHS policies that restrict oversight. It’s worth stating plainly - unscheduled oversight visits are far more effective than scheduled ones, because they limit an agency’s (or contractor’s) ability to control what picture overseers get. (A lesson I learned time and time again while at Project On Government Oversight.) When visits are scheduled in advance, agencies can manipulate conditions, staff, and documentation to present a version of compliance that may bear little resemblance to day-to-day reality. Unannounced oversight evens the playing field. Efforts to narrow or choreograph oversight should concern anyone who cares about accountability. Transparency doesn’t solve every problem, but restricting it almost always makes those problems harder to confront. That’s why we push back, to protect the very basic conditions that make accountability possible in the first place.

A senior member of the House Foreign Affairs Committee said efforts to reform U.S. arms sales should include BIS, which he described as lacking transparency and struggling to process a massive backlog of license applications. BIS “seems to be stalled and won’t even tell us that there are, in fact, pending applications,” said Rep. Darrell Issa, R-Calif. “They won’t tell you when you’re going to get them. The longer Congress is stuck in a stalemate over government funding, the greater the chance that furloughed Labor Department employees won’t have the data to provide accurate updates on where the economy stands... ...The problem: BLS pegs the monthly jobs report to the week that includes the 12th of the month, which for October means the seven days spanning from this Sunday through the following Saturday. This is so that the measurement period is roughly consistent over time, while accounting for holidays and other calendar considerations. If the shutdown extends into next week, BLS would not be able to collect data from smaller businesses that don’t submit employment information electronically — narrowing the window for what type of employers are included in the monthly survey. The situation would get even dicier if the standoff continues deeper into October, as it would encroach on when the government conducts interviews with tens of thousands of individual households to determine the unemployment rate. It’s not just the jobs report: A prolonged shutdown could also affect the accuracy of this month’s consumer price index, a key inflation barometer produced by BLS. While auto prices, gas prices and other large components of CPI are now submitted electronically by major data providers — and therefore less likely to be impacted by the shutdown — BLS still relies on surveys and shoeleather collection efforts to compile inflation estimates for thousands of food items and other goods. Smaller, less diverse sample sizes make for weaker estimates. A longer shutdown would impede the agency’s ability to gather enough information to produce individual price indexes that feed into CPI, said Omair Sharif, the president of Inflation Insights. And if lawmakers fail to reach an agreement until late October, that could force BLS to scrap its inflation report for October. “If we’re up to October 22, October 23? That — to me — is almost a cutoff point where we should start to think [that] we’re probably not going to have an October CPI,” Sharif said.

Today, the Stockholm International Peace Research Institute (SIPRI) released its Top 100 arms-producing and military services companies list for 2024. A few takeaways: Total arms revenues: $679B, up 6% from last year, largely due to increased U.S. and European production. United States: 39 companies/$334B in revenues, roughly half of total revenues. Revenues up 3% from last year. Europe: 26 companies/$151B in revenues or 22%. Revenues up 13% from last year. China: 9 companies/$88B in revenues or 13%. Revenues down 10% from last year. Russia: 2 companies/$31B or 5%. Revenues up 23% from last year. U.S. companies generated nearly three times as much as China and Russia combined. Middle East: 9 companies/$31B or 5%. More than half of revenues came from 3 Israeli firms.
