    If we want Common Core and teacher evaluation to deliver on their promise for teachers and students, we have to fix classroom observations. In this whitepaper, TNTP proposes a new approach to classroom observations built around two core ideas:
    1) Rubrics should assess what’s being taught in addition to how it’s being taught
    2) Put observation rubrics on a diet.
    These changes promise to bring the same focus and coherence to observations that Common Core brings to academic standards.

    Key Findings:
    1) Teachers want schools with a strong instructional culture—a culture that fosters great teaching.
    2) Schools with strong instructional cultures retain more of their top teachers and help students learn more.
    3) A stronger instructional culture is within reach of any committed school leader.
    4) Dramatic improvements in instructional culture are possible—sometimes in just one year.

    Based on the results we also present a roadmap for principals to put these lessons to use in their own schools right now. Improving instructional culture is hard work, but it’s also well within the grasp of any committed school or district leader.
