FOR IMMEDIATE RELEASE June 25, 2025 Graphic Media Alliance Urges Governor DeWine to Veto HB 96 Tax Repeal Provisions That Threaten Ohio's Print Industry COLUMBUS, OH – The Graphic Media Alliance (GMA), a regional trade association representing the printing and graphic communications industry across Ohio, Michigan, and Northern Kentucky, is calling on Governor Mike DeWine to issue a line-item veto of provisions in Ohio House Bill 96 (HB 96) that repeal longstanding sales and use tax exemptions critical to the state’s print manufacturing sector. HB 96, which has passed both the House and Senate, proposes the elimination of tax exemptions on key inputs used in the production of printed materials—including ink, paper, machinery, and mailing services. These exemptions have been in place for over 35 years, preventing double taxation and helping support one of Ohio’s foundational manufacturing industries. GMA is urging the Governor to veto the following sections of HB 96: R.C. 5739.01(YYY) – Revised definitions that strip qualifying language for manufacturing exemptions R.C. 5739.02(B)(13), (14), (27), (42)(g) – Repeal of exemptions for consumables, packaging, newspaper subscriptions, and printing equipment R.C. 5739.03 – Companion provisions for use tax exemptions “The printing industry helps power Ohio’s economy, its political process, and the flow of trusted local information. These tax repeals are shortsighted and ultimately self-defeating.” “We are asking Governor DeWine to protect a cornerstone of Ohio manufacturing and preserve access to affordable communication across all communities.” GMA has distributed advocacy kits and outreach tools to its members, urging them and other stakeholders to contact the Governor’s Office immediately.
