The Senate Banking Committee votes Thursday on killing stablecoin yield. And they might kill the Clartiy Act with it - the 𝘮𝘰𝘴𝘵 𝘪𝘮𝘱𝘰𝘳𝘵𝘢𝘯𝘵 US digital asset legislation. This vote isn’t really about “consumer protection.” It’s about who captures the spread on money. Stablecoins exposed how fragile the zero-yield deposit model is. Paying users market rates threatens legacy bank margins — and suddenly it’s a systemic risk. The irony is striking: China is adding yield to the digital yuan while the U.S. debates banning it. One side is modernizing money; the other risks freezing innovation through protectionism. If the Clarity Act collapses, the real loss won’t be 4.5% yield — it will be regulatory certainty and U.S. leadership in digital finance.

The Crypto Market Structure bill advanced by the Senate Agriculture Committee yesterday would grant new crypto regulatory authority to the Commodity Futures Trading Commission (CFTC). It the event I attended yesterday at the CFTC headquarter, Michael Selig, the new CFTC Chairman said: "America is home to the most transparent and well-regulated financial markets in the world—markets that are grounded in market integrity and institutional trust. With thoughtful engagement and a commitment to principled innovation, the U.S. is uniquely positioned to extend its preeminence into the crypto era. And thanks to the leadership of President Trump, “Operation Chokepoint 2.0” is history, regulation by enforcement is dead, the GENIUS Act is law, Congress is on the cusp of passing market structure legislation, and the U.S. is now the crypto capital of the world. But we cannot assume this will always be the case. America’s financial regulators must modernize and harmonize their approach to regulation to future-proof our markets for the innovations of tomorrow. And, while market structure legislation will certainly advance these goals, we cannot and will not let this opportunity pass us by while Congress continues its work. That is why I have already directed CFTC staff to make full use of the agency’s existing authorities to begin upgrading our regulations for America’s Golden Age. Whether incumbents or new entrants, the CFTC’s doors are open to those looking to innovate."

Operational engineering defines the future of RWA tokenization. Real-world asset tokenization is entering an institutional execution phase. Financial institutions, asset managers, and infrastructure providers are moving beyond pilots toward production systems operating across jurisdictions and regulatory environments. Industry data already points to ~$36B as of late 2025 in real-world assets being digitized and managed through tokenized frameworks (excluding stablecoins). At this level, performance depends on execution quality rather than conceptual design. Successful RWA platforms operate asset lifecycles end to end. Issuance, compliance, governance, reporting, and distributions function as an integrated execution layer. Operational alignment across these components determines scalability, trust, and durability. I published a memo detailing how operational engineering shapes this next phase of tokenized finance and why lifecycle design now defines leadership in the RWA space. Key takeaways: 1. 🇺🇸 The U.S. Senate moves on crypto regulation The Senate Agriculture Committee has released its long-awaited draft for a crypto market structure bill, aiming to clarify which agency (CFTC or SEC) oversees digital asset trading. The proposal sets the stage for joint rulemaking, clearer regulatory roles, and aims to address gaps around DeFi and overall market structure. 🔹 The draft gives the CFTC (Commodity Futures Trading Commission), which regulates derivatives and commodity markets, more authority over spot digital asset markets. 🔹 The SEC (Securities and Exchange Commission), responsible for protecting investors and overseeing securities, would continue to regulate tokens considered securities. 🔹 Several sections remain open (coordination with SEC, DeFi treatment, etc.). 🔹 Timing remains uncertain, with votes likely not before early 2026. While still a draft, this marks a major step toward regulatory clarity in the U.S., something both institutional investors and builders have been waiting for. The senate passing the GENIUS act yesterday is not just about regulation catching up, its a warning shot. The focus on consumer protection sends a clear signal about where enforcement is headed, and compliance /AML is now baked into the stablecoin framework itself. DTCC is tokenizing U.S. Treasuries, and this is bigger than it sounds. The Depository Trust & Clearing Corporation, the entity that settles virtually all U.S. securities transactions is partnering with Digital Asset to tokenize U.S. Treasuries on the Canton Network. Pilot launches in 2026, with SEC already issued the No-Action Letter. DTCC isn't a crypto startup experimenting with tokenization. It's the backbone of traditional finance infrastructure, processing over $2 quadrillion in securities annually. When DTCC moves, the entire market pays attention. The goal: mint DTC custodied U.S. Treasury securities onchain and enable near real time exchange with stablecoins and other digital assets. Think about what this unlocks. Today, collateral movement is slow. Treasuries used as collateral in one market can't easily move to another. Settlement takes time, and capital sits idle. Tokenized Treasuries change that equation. They can be transferred in minutes, not days. They can interact directly with stablecoins. They can serve as collateral across traditional and digital markets simultaneously. For market makers, hedge funds, and institutional players, this means improved capital efficiency, reduced operational risk, and better balance sheet management. The strategic framing from DTCC is worth noting. CEO Frank La Salla described this as building "digital infrastructure that seamlessly bridges the traditional and digital financial ecosystems." Starting with Treasuries, but expanding to broader DTC eligible assets based on demand. This is the pattern playing out across institutional finance: not replacing traditional infrastructure, but extending it onto blockchain rails where it makes operational sense. The stablecoin connection is particularly interesting. Tokenized Treasuries exchangeable in near real time with stablecoins creates a bridge between the safest traditional asset and the fastest digital settlement layer. TradFi and DeFi are converging.
