Hiring demand data in LinkedIn Talent Insights measures the market’s interest in a talent pool relative to its supply. This metric is based on the average number of InMail messages sent to LinkedIn members within a selected talent pool over the past 12 months compared to the average number of InMail messages sent to all other professionals on LinkedIn over the same period of time.
Here's where you can locate the hiring demand data in Talent Pool report:

Overview tab: This Hiring demand metric reflects demand for members in the selected talent pool as compared to all members on LinkedIn.

Location tab: If four or more regions are listed, Hiring demand compares demand for the selected talent pool relative to the other locations within the search. When there are fewer than four regions, Hiring demand is calculated relative to the demand for all other talent pools.
Note: Altering the location parameters of a given search could alter the Hiring demand metrics for a given city, region, or country.

Industry tab: If four or more Industries are listed, Hiring demand compares demand for the selected talent pool relative to the other industries within the search. When there are fewer than four industries, Hiring demand is calculated relative to the demand for all other talent pools.
Note: Altering the industry parameters of a given search could alter the relative Hiring demand results.
