On LinkedIn, you can message your 1st-degree connections or LinkedIn Pages for free.
You may be able to message other members that you aren’t connected to if:

They are Premium members who’ve enabled Open Profile.

You are in the same LinkedIn Group, you can send a message request.

They are your current coworkers, you can send you a message request.
You may also be able to directly message another LinkedIn member that you're not connected to using InMail messages. If you don't want to receive InMail messages from members you are not connected to, you can update your preferences in Settings.

In an effort to keep LinkedIn safe and professional, we limit how many messages a member can send in a certain time period. In addition, members are unable to send messages to other members who have blocked them.

You can manage the types of messages you receive on LinkedIn from your Settings & Privacy page. These settings apply to InMail messages, Sponsored Messaging, and Open Profile messages.
