Our people are the how.” And the challenge: “Be bold.” Today at MITRE’s Beyond Barriers Summit, the Honorable Michael Duffey, Under Secretary of War for Acquisition and Sustainment, made the case for a cultural shift, from rewarding process over outcomes to being “singularly focused on speed and execution.” This transformation will happen, “program by program, decision by decision, meeting by meeting," Duffey said, led by engineers designing for modularity, contracting officers partnering creatively, and program managers who protect teams taking smart risks. In just one year, the Department of War has delivered the most substantial transformation to its acquisition system in decades. Backed by important legislative changes, the new Warfighting Acquisition System is accelerating delivery of capabilities and sustainment support to the warfighter. It is rebuilding the industrial base ecosystem, and empowering a streamlined acquisition workforce to implement with urgency. We're working with the Federal Aviation Administration, industry partners, and aviation stakeholders, to help bring Mobile Clearance Delivery into the National Airspace System (NAS). Instead of relying only on voice communications over congested radio channels, Mobile Clearance Delivery enables pilots to receive clearances as written text so instructions are clearer, easier to reference, and less likely to be misheard. Yesterday I was privileged to give the opening keynote at the Intelligence and National Security Alliance spring symposium. My remarks focused on the opportunity for the IC to train #AI foundation models on their unique data assets and modalities. If our national security missions rely exclusively on commercial and open weight models, then we have no strategic advantage over our adversaries. We'd be using the same AI they are. I highlighted an experiment we ran at MITRE last year where we trained an image transformer encoder on 1 PB of Maxar (now Vantor) data, using our Federal AI Sandbox (NVIDIA DGX SuperPOD). We weakly supervised the training with OpenStreetMap labels. The results were really impressive, and present an approach not only for single data modality models, but also how we can do joint training across coincident collection from multiple modalities. It also paints a path to broader multi-INT model development, lashing together INT-specific backbones and interfacing them with traditional LLMs and reasoning models.
