What we found: Average disk utilization: ~30% Utilization by cloud provider: ✔️ Azure: 27.9% ✔️ GCP: 28.4% ✔️ AWS: 37.8% Utilization by operating system: ✔️ Windows: 36.7% ✔️ Linux: 22% Even the most optimized environments are leaving a significant portion of storage idle. So why does this persist? Capacity planning is uncertain. The cost of getting it wrong is downtime. Reducing allocated storage is complex and rarely attempted. When downtime averages $9,000 per minute, overprovisioning becomes the default. We analyzed 700+ enterprise cloud environments. 200+ PB of storage capacity. Every major cloud, every major industry. The average disk utilization? 30%. That means over two-thirds of every dollar enterprises spend on cloud block storage is going to empty buffer space. Here are some key breakdowns: → Azure: 27.9% avg utilization. GCP: 28.4%. AWS leads at 37.8% → Linux VMs average just 22%, 15 points lower than Windows → No industry averages above 40%. → 8–10% of disks are overutilized and at active downtime risk The problem is universal, and not related to any industry or architectural choice. Disk shrinking in production environments is operationally risky and manually intensive. The penalty for undershooting storage (downtime) is always worse than overshooting (wasted spend). So teams overprovision and the waste compounds indefinitely. Storage already represents 15–30% of total cloud bills. And unlike compute, data is persistent. The line item only grows.
